International Speakers

Audrey Copeland

As Vice President of Engineering, Research, & Technology at NAPA, Audrey leads several areas including national policy and government relations, professional development which includes education and training, research and development, and technical support through State Asphalt Pavement Associations and the Asphalt Pavement Alliance.  Since Audrey has joined NAPA, she has secured a cooperative agreement with the United State Department of Transportation Federal Highway Administration worth $2.5 million to advance asphalt pavement technologies, co-authored the 2011 and 2012 annual industry survey report on Warm Mix Asphalt and recycled materials, managed the development of several industry publications in addition to co-authoring several journal publications, and led an industry delegation to Japan to learn about their use of RAP in asphalt pavements.  Audrey also serves on several industry working groups, including serving on the board of the International Society of Asphalt Pavements, and has worked very closely with national partners at FHWA, AASHTO and the Government Accountability Office on pavement type selection topics such as life cycle cost analysis, alternate bidding, and technology deployment. 

Before joining NAPA, Audrey worked as an engineer for the Federal Highway Administration.  Audrey received her PhD in Civil Engineering from Vanderbilt University and her Bachelors and Masters of Civil Engineering from Tennessee Technological University.   She is a licensed Professional Engineer in the Commonwealth of Virginia.  

Chuck Fuller

Chuck has been with Ramming Paving since March of 1998.  Ramming is a vertically integrated asphalt paving company from quarry to asphalt production and placement. The Central Texas Division extends from Georgetown to San Antonio and currently has 400 employees. Chuck is on several committees with the Texas Asphalt Pavement Association and chairs the hot mix specification committee with the AGC - Texas.  He also co-chairs NAPA’s Pavement Preservation Task Group for the Pavement Economics Committee. Chuck is married and has lived in Austin Texas for 35 years. He has been involved with the asphalt industry since mid 1970.

David Newcombe

Dr. Newcomb joined the Texas A&M Transportation Institute (TTI) in September of 2011. Prior to this, he was employed by the National Asphalt Pavement Association (NAPA) from 1999 to 2011 as Vice President–Research & Technology. Before going to NAPA, Dr. Newcomb was the Miles Kersten Professor in the Department of Civil Engineering Department at the University of Minnesota. He received his Ph.D. at the University of Washington in 1986, and his B.S. and M.S. degrees at Texas A&M University in 1977 and 1979, respectively. He has been the Chairman of the International Society for Asphalt Pavements and the President of the Association of Asphalt Pavement Technologists. He is a registered professional engineer in the state of Texas.

David Timm

Dr. David Timm is currently the Brasfield & Gorrie Chair of Civil Engineering at Auburn University where he has been a faculty member since 2001.  He earned his undergraduate, masters and doctoral degrees at the University of Minnesota where he worked with the Minnesota Road Research Project.  Since joining Auburn, he has worked extensively with the National Center for Asphalt Technology (NCAT) and conducted full-scale accelerated pavement testing at the NCAT Test Track.  He is currently chairing TRB's committee on flexible pavement design and is a registered professional engineer in Alabama.
